How do you propose to make this happen?
I can't imagine using a smartphone screen is very easy when you can't see what you're tapping.
Just to have a clue at what it's like, have a friend put the Pokemon Go app in a random spot, screen or folder, put on a blindfold, and try to open it without his help.

It's a standard accessible practice for apps to have audio versions of all menus. This is glaringly missing from Pokemon Go.

Navigation can be made accessible by giving your gps coordinants and the gps coordinates of nearby game elements(gyms, pokestops, etc). Alternatively game elements could make a distinctive sound that gets louder when you get closer.

Ball throwing could be made accessible by supplying audio info about angle, direction, etc.

For gyms battles, there is no simple or obvious way to make them accessible. However it is with in the realm of possibility to design an audio interface.
